根据美国联邦法规8 CFR 103.2(b)(3)，提交给USCIS的任何外语文件都必须附有完整的英文翻译和翻译人员的认证声明。

认证声明需确认翻译的完整性和准确性，并声明翻译人员具备从该外语翻译为英语的能力。

值得注意的是，USCIS并不要求翻译由ATA（美国翻译协会）认证翻译师完成，也不要求公证——
