美国EB-2移民文件翻译资质？

根据美国联邦法规8 CFR 103.2(b)(3)，提交给USCIS的任何外语文件都必须附有完整的英文翻译和翻译人员的翻译声明。

声明需确认翻译的完整性和准确性，并声明翻译人员具备从该外语翻译为英语的能力。

值得注意的是，USCIS并不要求翻译由ATA（美国翻译协会）认证翻译师完成，也不要求公证——

只需翻译人员自行出具认证声明即可。翻译人员可以是专业翻译公司、独立翻译师，甚至是精通双语的朋友或家人，但不能是申请人本人。

翻译必须是逐字逐句的完整翻译，不得有遗漏或概括性总结

我单位的人办理EB-2杰出人才引进移民的时候，我在办公室桌子上见过一个翻译文件袋，3 6 6 翻 译 社，里面有美国移民局对翻译资质的要求：

如果目的国不是海牙公约成员国怎么办？对于非海牙公约成员国，文件需要经过完整的领事认证链（Consular Legalization）。流程为：

(1) 公证——由公证员公证文件；

(2) 州认证——由County Clerk或Secretary of State认证公证员签名；

(3) 国务院认证——由美国国务院认证办公室认证；

(4) 使领馆认证——由目的国驻美使领馆最终认证。

每一步都需要前一步完成后才能进行，整个流程通常需要6-12周。
